It's not a matter of privileges, It's a matter of safety. If your child is under the age 13, and he/she gets injured during a car accident, then the parent is in DEEP trouble. You'll be asked why your child was under-aged and being allowed to sit in the front. You could get fines or even get put in jail for child abuse!
