Well, do they need them? If so, then that's fine, whether it's medical or if they just haven't been toilet-trained. If they haven't, I'd suggest starting soon. If they don't need them, but like wearing them, there is nothing wrong with that. However, if they definitely don't need them OR want them, you should listen to them and allow them the liberty to wear what they please.
