It’s completely normal, don’t worry. You could be just a late bloomer but assuming you’ve started puberty, you have only just starting growing. Breast development can start as early as age 9 or as late as age 13. I was like you at 13, a measly 30AA, my self esteem was very low at that age. But i grew later on in my teenage years and I am now a C at best. Until puberty is over, nothing’s finished
