The first thing that came to mind when you said that was that the body has certain mechanisms that prevent it from really moving while we dream. That's why if you dream that you're dancing, for instance, your body does not actually dance. It is possible the mechanisms responsible for this movement suppression are faulty in him in some way, but again this needs to be brought to the attention of a doctor because some sleep disorders can have serious long-term consequences (although many do not, and some go away on their own or dont' require any type of treatment).
