Abuse is not something that can be answered in terms of logic. There is no rhyme or reason for abusive behavior it is aberrant behavior and should not be viewed in terms of normalcy. Why your father doesn't stop your mother from abusing you is also aberrant behavior and can not be explained in terms of logic. If your mother is picking on you and not your twin sister then be glad your twin sister is not suffering as you do. Once you can know you are happy for your twin sister you can begin to understand just how adult you are being about the abuse you are suffering. If this abuse is in anyway physical, you do not need your fathers protection and can report this abuse yourself to the Sheriff or local authorities. However, once you have begun a process such as this, many more problems can occur as bringing the state into family problems can often times only compound the problems and not correct them. Correcting the problem is what matters most. Confront your father and ask him why he won't stop your mother from picking on you and abusing you. If your father won't confront the issue be patient with him and insist it be confronted. Confronting the problems we face it the only way to fix or correct those problems. Stand tall and strong and face these problems courageously and with compassion and you will be fine.
