There are a lot of things to help a toddler. I have this same problem with my toddler. The biggest problem is that he will deliberately hold it in for days which makes it harder to pass and then it hurts which reinforces in his mind that it's a scary situation. I have changed his diet a little to take out some dairy and add more fiber. I mix Benefiber in with his oatmeal every morning and I make sure he drinks plenty of apple juice. Lots of fruits and veggies too! And if it goes several days, I use a glycerin suppository. He hates it and I hate doing it to him, but it has to come out!! Once I got him pooping regularly, if he skips a day, I immediately start with the Little Tummies (toddler laxative) daily and another trick is to warm some water just enough to dissolve brown sugar in it. Then let it cool and have them drink it. It works! I don't know how but it does! We still struggle with this now and again, but most of the time he is regular now, but it was a good year or so getting to this point. You'll get there. The key is, once you get there, don't let it go more than a day without a BM or you will be right back into the bad loop again.
