You're going to run into any number of scenes that seem to be included to relieve the dramatic tension that happened in the preceding scene. One of the most famous is the drunken porter scene in Macbeth, occurring right after Macbeth has killed Duncan.

This comic relief is happening here, because we've just had the revelation that Juliet seems to have died suddenly in the night before her wedding to Paris. The dual dramatic irony in this case is that we, the audience, know that Juliet isn't really dead but the Capulet family doesn't; also, the happy celebrations that have been prepared for are now going to suddenly be changed to dirges and mourning, which is a catastrophic shift, obviously.

The exchanges between the musicians and Peter could be an allusion to The Bible: "Eat, drink, and be merry, for tomorrow thou diest." It's doubtful that Shakespeare would be that sententious in this context; it's enough that he's nailed the dramatic shift here.

Most likely, given Shakespeare's intimate knowledge of the mechanics of stagecraft and scene changes, is that the scene is necessary to give the main characters a chance to do some behind-the-scenes costume changes, most particularly the boy who played Juliet, who would need to change from night clothes to a much more formal funereal gown of some kind.

Everyone is very sad about Juliet's supposed death. Shakespeare may have wanted to lighten the mood.

Scenes of this type can also cover a costume change (see the porter scene in Macbeth or the scene between Jessica and Lorenzo in The Merchant of Venice), but it does not appear that this is a problem here (unless the director wanted to include an unscripted scene of Juliet's funeral). Nor does it appear that the scene covers a set change.

To show that even in tragedy life still goes on. Peter and the musicians were not directly efected by the death of Juliet besides not being able to play at the wedding.
