You can get a system restore in Windows 10 in a few ways: reset to a factory settings, from restore pint, from system image, restore system files with sfcscannow and so on.
The restore process depends entirely on how the backup was created, and by what program. This can only be done after a simple install of the system to get to the point that you could do the restore.
Turn off System Restore, reboot the computer, turn System Restore back on.
