Depending on the type of pageant (Glitz vs. Natural) this will determine what is appropriate. In Glitz systems, hairpieces (falls, cascades, wiglets) are permitted, these are NOT permitted in Natural systems.
Keeping hair styles simple for the Natural systems is always best. Complicated, teased and heavily sprayed styles are not a good choice for Natural pageants. Nicely curled hair is always appropriate for Natural pageants, preferable that it's pulled off the face, or clipped neatly away from the contestant's face.
If you're competing the child in Glitz, you may use the hairpieces for updos, fuller curled looks. Gone are the frizzy, heavily teased (puffy 80's styles). It is now popular to have a multitude of curls on the girls age 9 and under, this includes the updo and the long looks. 10 and up ages look great in either an updo, or a long and full flip.
Regardless of whether you're doing Glitz or Natural, it is appropriate to have a hair ornament that compliments the dress or gown.

10 years of age is not too young to enter in certain types of beauty pageants. It is recommended for a child to start off in a natural beauty pageant, which prohibits makeup from little babies 0-3 years of age. If you are 10 years of age, then you are allowed blush, mascara, gloss, but it has to look natural. It is a great way to start off your pageant career path.
