Sure. It is the equivalent of a 64th note. That would be 64 notes being played during the duration of one beat. One beat can be any tempo, and if the tempo was 60 that would require 64 notes to be played in one second. Now that would be fast ... but composers realize that hardly anyone can play 64 notes in one second, so they set the tempo based upon a note value, so it would be 1/64th note = 1 beat.
