The speaker is not resting on the hillside, the 'knight at arms' is. The knight at arms has been bewitched by the Beautiful Pitiless Lady (La Belle Dame sans Merci) and is enchanted to remain on the hillside for all eternity (or until the Lady releases him). He is on the hillside because he has no choice.
