No, Iago's power lust has nothing to do with it because Iago could never hope to achieve Othello's level of power in the Venice military because of a law that says that an outsider must always be in charge of the military. And in the grand scheme of things Cassio isn't that much more powerful than Iago so it wouldn't really be worth that much effort just to barelly move up a step. If it has anything to do with the power level it's just the sheer disrespect Iago feels for being passed up for the promotion. But it's more likely that Iago wants to destroy Othello simply because he hates him and for no other reason. Iago gives several reasons why he may hate Othello but he never settles on one; he normally just says that he hates Othello.
