No, not really. What the song means is that him and his date are going to the prom together. And he wants her to be his first dance. Then where the part says" When the lights go up and the music turns off. Nows the perfect time for me to taste your lipgloss" Means that he wants to kiss her.

Asking this girl to lose her virginity for him. The fact that there are no chaperones would not affect ones' ability to dance with one another.
