Shakespeare did not write a poem called "Winter". He wrote (fairly early in his career) a play called Love's Labour's Lost. At the end of the play all of the stupid and foolish chartacters get together to present a ridiculous and incompetent pageant called the Pageant of the Nine Worthies, except that there are not nine of them so they have to double parts. In the middle of this nonsensical performance, news arrives that the King of France, the Princess's father, has died. Accordingly all of the women leave, saying that they will not resume their flirtations with the men for a year, which the men solemnly undertake to do.
At this solemn moment, Don Armado, the pompous idiot Spaniard, reminds the men that their play is not over, and that it was supposed to end with a dialogue between Spring and Winter. This is written as a pair of contrasting poems, neither of which is very good, as you might expect since it was supposed to have been written by a gang of idiots.
It is the second half of this travesty which your anthologist has extracted out of its context in the play and without its mirror song to the spring, and has described as "Winter" by Shakespeare. Taking this seriously as a poem is like taking the pseudo-rock band Spinal Tap seriously. It's a joke, guys.
