"Genuine" is a term Microsoft uses to refer to licensed copies of Windows. Technically speaking, anything that is capable of interacting and managing hardware resources and provide a platform for programs to run on is a "genuine", or "real" operating system. Because the license checks on Windows can be bypassed, it can be difficult to determine if your installed copy is licensed and activated legally. If you are using a Home version of XP or Vista, make sure the latest version of WGA (Windows Genuine Advanatge) is installed.

Does XP service pack 3 include the genuine advantage notification program used by Windows to validate whether the operating system is genuine?

Windows XP Service Pack 3 will come with the Genuine Advantage Notification program if it is the slimline installer; that is, only if the user has chosen to update their operating system (OS) with internet access. If they choose to update via the offline installer, a separate download of the program itself will be required before the OS can be determined to be genuine. It should be noted, however, that support for XP has been terminated.
