Well, he makes several decisions over the course of the play. For example, in Act 1 Scene 5 when Tybalt complains that Romeo is a Montague party-crasher, Capulet decides to let Romeo stay. As a result he meets Juliet and forgets all about Rosaline. As a result we get the plot. His decision to turn down Paris's initial offer of marriage to Juliet, his decision to change his mind and promise Paris that he can marry Juliet, and his decision to try to force Juliet to marry him rather than apologise to Paris and say that Juliet has no interest in marrying him after all are all decisions which impact the plot.
Elizabethan times, this is important because it is the basis for many of the customs that are shown in the play.
The fight in Act 3 Scene 1 ensures that Romeo may not live in Verona. Therefore the couple will be separated and will not be able to communicate. This is essential to enable the plot to progress as it does when the real plot kicker happens--Capulet's plan to marry Juliet to Paris. Once Capulet does this, Juliet must try to think of some way to avoid committing bigamy, and the events of this scene severely limit her options, by putting Romeo where she cannot consult with him and by incensing Juliet's mother against Romeo, thus making the idea of revealing the secret marriage to the Capulets unattractive.
The plot of the play is the main point of a play. Each character contributes to the plot of the play.
Act 4 Scene 1: Juliet visits Friar Laurence for help, while everyone else thinks Juliet went to the Friar to make a confession.Act 4 Scene 4: The Capulets are all in a giddy mood preparing for the marriage that day. The Capulets and the servants are making jokes and busily preparing for the wedding, while Juliet already drank the potion and is "dead" in her bedroom.Act 4 Scene 5: Juliet is "dead". Lord Capulet said "Hath death lain with thy wife. There she lies, Flower as she was, deflowered by him." Capulet is saying that Juliet is a virgin, and death had deflowered her. But the ironic thing is that Romeo was the one who deflowered Juliet.
