Romeo tells Tybalt that he loves him before the fight goes down because not even a day before he had wed Juliet. Tybalt being Juliet's cousin would make Tybalt now his family. This is why Romeo says that he loves him. As back then loving your family was important.
Tybalt thought that romeo was faking and trying to trick him. Tybalt continued to try and get romeo to fight him but romeo just could not due to the fact that Tybalt was now romeos cousin or brother because of his love to Juliet.

By being in love they married against their parents wishes, which led Romeo to not fight Tybalt so Tybalt killed Mercutio, which then caused Romeo to kill Tybalt. Romeo was then banished and hid at the Friar's house. Juliet fakes her own death, when Romeo hears this he does not know that she was only faking it so kills himself. When Juliet awakes from her 42 hour nap she sees Romeo dead by her side and literally kills herself.
