You don't need permission to make a parody of a song, though Weird Al still does, to maintain a good relationship with other artists. It's one of those things you can do, but not entirely moral to do so without asking.
Copyright law allows unlicensed use of a work to make a parody of that work. Some but not all of his recordings would be protected by that carve-out, but he doesn't rely on it in any case.

Weird Al does not 'steal' songs. For one, many of his songs are entirely original, written by himself. Secondly, when he makes a parody of another song, he always, always makes sure he has permission to do so from all relevant parties.

I'm not sure but I've heard that he did and I also heard that he didn't because him and MJ were friends. Also I heard he got permission to make his songs.
