Yes, Lord Capulet changes a lot. At the begining he wants Juliet to be happy and fall in love with whomever she marries, and just wants her to be happy because she is his only child. Later on he becomes mean, and forces Juliet to marry Paris, and even threatens her!
ALSO: At the beginning of the play, Lord Capulet is quite a fun-loving character, hosting parties etc. This is clear when, Capulet chooses to accept Romeo's attendance so that it doesn't ruin his party. He also likes to enjoy himself.

Benvolio proves to be a passive and quiet but caring and peacemaking character. But he isn't a character who goes through much character development thoughout the story. Especially considering that Shakespeare just dropped his character halfway through the play. One change I'm sure he did make though was after his best friends Mercutio and Romeo died that must have pushed him to become more strong willed about his opinions and speak up more.
Throughout the start of the play Capulet is show to be quite paternal, putting Juliet's interests before his own. Juliet's opinion changes in act 3 scenes 5, when Capulet becomes particularly aggressive and threatens her to either to wed, or be disowned from everything she had ever loved. He also shows little remorse for recently lost Nephew, Tybalt.
