Yes. He didn't have to kill Tybalt. Mercutio was a friend of the Prince, so if the Prince found out that Tybalt killed his friend, he would have Tybalt put to death. So if Romeo hadn't killed Tybalt, Tybalt still would have died or been banished. Romeo's killing of Tybalt was unnecessary
