The play presents Henry as relying on the other characters a lot, it shows him physically leaning on Wolsey and being influenced by both Wolsey and Katherine. He is also seen to be very ambivalent because he often says one thing then contradicts himself. It also portrays him as a character who is more in the background because the play mainly centres on the downfalls of Buckingham, Wolsey and Katherine. These factors reflect how Shakespeare rated Henry as an unreliable King whose religion and loyalties constantly changed but he ensures that Henry is always in Majesty so there is a stark contrast between Henry staying on top as the other characters fall around him. So although it's hard to tell what Shakespeare personally felt you can sort of get an idea from the play where Henry is overshadowed by the other characters but he still manages to stay on top.
