1. None, because wiki-answer users can't change a light bulb through a computer.

2. A handful. See, first someone has to flag the old bulb as being bad. Then someone has to come along and blank out the socket to remove the old bulb. But then, a troll/vandal comes along and shoves a piece of potato and maybe a used condom or excrement into the socket. (It may take a legal team if the troll gets hurt while vandalizing.) So then a supervisor has to come along and ask the vandal to leave and to revert the socket back to an empty state. But then, maybe the socket breaks as the supervisor removes the garbage from the socket. So then the technical team has to send someone out to fix the socket. Then someone has to install a new bulb, and it may take a while before someone brings one. The thing is, it is some odd or inappropriate color or the wrong wattage, so then someone has to edit the changes and install the correct bulb. A collaborative effort may be required, so some of the user-editors will have to help hold the ladder.
