I would say Friar Lawrence. He was always level headed, thought things through, and made a good decision. This excludes when he left Juliet in the tomb and she then killed herself. Other than that he was the most level headed character of the play.

Out of all the decisions in the play I don't think there were really any good ones. They all had something to do with the death of Romeo and Juliet.
