Well, why it means so much to the poet we can't know for sure, because we are not him... but in the poem, it seems that he remembers the high grass because it was the setting where he actually got to communicate with his father. In the poem, the image stands out because it is near the end of the first stanza, the seeming culmination of all the things that we have been told to that point in the poem are focused in that moment... talking to his father in the tall grass. It also stands out because the second and final stanza is basically all about the regret that that moment is gone.
