There is of course room for debate on a question like this, but there is a general consensus that, yes, Shakespeare was the greatest playwright that ever lived. The reason for this opinion is the power of the lines Shakespeare gives to his characters, the pacing of his plays (although to less patient modern audiences they can often seem slow and need to be cut back from their 3-hour runtime), and particularly the complex and fascinating characters he created. Although the bare bones of his plots were rarely original, he tailored them to make the sequence of events more smooth, the events reflect with parallel events and the characters to be paired with foil characters.
