This originates from texts composed by john Locke and Thomas Hobbes. Thus, the American motto is fitting: Life, Liberty, and the pursuit of happiness (emphasis on the individual).
However, the Canadian motto of "peace, order, and good government" reveals a different approach. The Canadian peoples have strong faith in its political institutions and see the state as a tool or instrument to live a better life. Thus, you can conclude that the Canadian government is seen as a positive good.
