This is Romeo's description of the Apothecary whose shop he passes in Mantua.
When Romeo decides to commit suicide (because he believes Juliet is dead) he wonders where he can buy poison (selling poison is illegal in Mantua). Then he remembers how poor the Apothecary is, and thinks that a man as desperate as that will be willing to break the law as long as the price is right.
He is described in Act V Scene 1 as follows:"I do remember an apothecary,—And hereabouts he dwells,—which late I notedIn tatter'd weeds, with overwhelming brows,Culling of simples; meagre were his looks,Sharp misery had worn him to the bones.""Weeds" here just means "clothes". "Simples" are herbal remedies. "Culling" is partial harvesting, so that some are left behind.
