First the two boys cross the river to side B (the side the soldiers need to cross to). One boy gets out of the rowboat. The other boy crosses the river again returning to side A (the side with the soldiers waiting to cross) and lets the soldiers use the rowboat. All the soldiers cross one at a time. Each time a soldier crosses the boy on side B has to take the boat back to side A and pick up the other boy, then the two boys cross the river to side B again and the process starts all over.
