Basically, chiz is just an alternate word for the curse word the S word. Since iCarly & Victorious are shows mostly directed at a younger audience. It wouldn't be appropriate for the characters saying curse words otherwise they shouldn't even be on Nickelodeon and they should be on a different channel like Comedy Central or TBS.
