A computer running without an operating system is essentially useless for inexperienced users, and even then it is essentially useless. Operating systems provide the basic computer function, and most of the time a GUI (aka a graphical user interface) which makes it easy to use without cryptic command promt type entries.
In general, when you boot up a computer without an OS installed or some sort of boot-media inserted there will be some sort of basic screen telling you that there is no bootable-media. This screen will most lowly also constitute of a variety of warnings and allowable commands that you can use.
