Claudius has made a bold move, and knows that Hamlet is obligated to retaliate, therefore, he uses Hamlet's friends, to spy on him. Hamlet's failure to act shows that he would not make as powerful a king as Claudius. Hamlet's selection of Fortinbras as his successor indicates he believes him to be a better leader than he, for immediately taking action upon his father's murder.
