Some years before the events depicted in the play, Julius Caesar, whose full name was Gaius Julius Caesar, had formed an alliance with Gnaius Pompeius Magnus (usually known as Pompey) and Marcus Licinius Crassus (usually known as Crassus) called the First Triumvirate. However, this alliance began to break down and Pompey who was Consul (a kind of co-president) decreed that Caesar, who was in France with his army, could not stand for election. Caesar took his army to Rome and made himself dictator. An all-out civil war erupted, in which Pompey and later his sons were defeated and died.

The play starts just after the last of these battles. Caesar is returning in triumph, and the plebians are celebrating. But Flavius and Marullus want them to remember what this war was about--not about defeating foreign enemies but defeating other Romans, and not just any Romans but Rome's best. "Knew you not Pompey?" is a plea to remember just who Caesar was fighting.
