It means that Juliet has just realized that Romeo has just died a few moments ago as Romeo's lips were still warm. If she had woken up earlier, they could have been together and be happy for the rest of their lives.

In Act V, Scene 2 of Romeo and Juliet, Friar Laurence learns that his letter to Romeo - which was to let Romeo know that Juliet was not really dead - never reached its intended receiver. After the Friar exits, Juliet discovers the empty cup of poison in Romeo's hand. Hoping that some of the poison still lingers on Romeo's lips to take her life as well, Juliet declares "I will kiss thy lips. / Haply some poison yet doth hang on them / To make me die with a restorative." She then kisses him and exclaims, "Thy lips are warm!" Some have interpreted this exclamation to mean that Romeo, though poisoned, has not yet died. The poisoned Romeo, aroused by Juliet's kiss, opens his eyes to find that she is alive, but succumbs to the poison soon thereafter. All of them. I suppose the most ironic scene is the very last one. Romeo goes into the mausoleum and sees juliet and says to himself 'Wow for being dead for a day she looks really alive! Wow she's warm, thats weird... Well I guess I should drink this poison now because Juliet's dead.' so he drinks it and the last thing that he sees is Juliet's horrified look as she awakens to Romeo's death. That is irony at it's most classic.
