Juliet does NOT tell her mother she loves Romeo for that would get her disowned. Juliet does say though that she would rather marry Romeo a man she feels hatred for, then marry Paris whom she feels nothing for. She is telling her mother this because she can not be married to two people at once. She tries to get her mother to see her side of the argument, and Juliet is very close to convincing her mother, when her father enters and Lady Capulet sees how mad he is that Juliet will not marry Paris she walks away leaving Juliet alone.
The Friar sent a letter to Romeo that told him of Juliet's fake death, but his assistant, John, who was taking it to him had gotten caught up in a town with the black plauge, so being expected of having it he was boarded up for a short while, and was unable to get the letter to Romeo, whereas his servent, Balthasar, had gone to Romeo to tell him of Juliet's death. Balthasar reached Romeo with Juliet's fake death when the letter to Romeo saying that she isn't dead never even reached him.
When Balthazar brings the news of Juliet's death, Romeo questions him closely about whether Friar Lawrence sent a message to Romeo. He assumes that if the Friar wanted to explain what had happened, he would have sent a message by Balthazar. This assumption was wrong; the Friar was unfortunately not that clever. It was this assumption which kept Romeo from finding out the truth. Had he insisted on talking to the Friar before taking action, things would have proceeded differently.
