After Romeo injured Paris. Paris told him "Lay me in the tomb with Juliet". Romeo agrees and put him in the tomb with Juliet.
It is a tomb, a building in which people are buried. This particular one is for members of the Capulet family, even shirt-tail relations like Tybalt.
Romeo killed Paris. It was kind of a bummer.
They fight and Paris is killed.
Montague was to later meet Prince Escalus in his castle in Freetown, which was the common judgment place.

Unfortunately for her, she is dead when Lord Montague is at the tomb. It is revealed in the last scene of the play that she earlier died of heartbreak over Roemo's banishment. Poor Montague had a double dose of grief.
At the end of the story, when both of their children are dead, the capulets and Montague's try and work things out. They realize that their hatred doesn't help anybody so Montague decided he would make Juliet's tomb out of gold. This action shows you they are going to work things out.

Paris believes that Romeo has come to Juliet's tomb to cause trouble or desecrate the site, as he is unaware of Romeo and Juliet's relationship and thinks Romeo is a Montague seeking to disrupt the Capulet tomb. This misunderstanding leads to a confrontational encounter between Paris and Romeo at Juliet's tomb.
