This is a quotation from Act II Scene 3 of The Merchant of Venice, and is said by Jessica, Shylock's daughter:
Alack, what heinous sin is it in me
To be ashamed to be my father's child!
But though I am a daughter to his blood,
I am not to his manners. O Lorenzo,
If thou keep promise, I shall end this strife,
Become a Christian and thy loving wife.
Jessica is unhappy at home and hopes to escape by eloping with Lorenzo, which entails stealing a lot of her father's money and abandoning her religion for Lorenzo's. She dislikes her father and knows that it is a "heinous sin" to do so, but she feels that although she is his daughter in the biological sense, "daughter to his blood", that does not mean that she must agree to his lifestyle, or his "manners". As far as they are concerned, she says, she is not his daughter.
If you mean Hayley she is played by Sarah hyland (she's the oldest daughter of Claire and Phil) but of you mean Alex she is played by ariel winter (Claire and Phils middle child) if you mean lily (cam and Mitchell's daughter) its Aubrey Anderson Emmons.

That depends on the people with whom one associates. Many have no idea what good manners are or how they would act in polite society. For them, good manners mean nothing. For people who understand manners and courtesy, yes; manners are "in".
