"Methinks" means "I think". So the sentence means "I think I see my cousin's ghost."

Juliet thought she saw Tybalt's ghost trying to kill Romeo, so she threw away her fears of drinking the sleeping potion. She drank it so Romeo could come and take her away. If Romeo was with her, she could save him from Tybalt's ghost. The lines (from Act 4 scene 3) are: "O, look! Methinks I see my cousin's ghost Seeking out Romeo, that did spit his body Upon a rapier's point. Stay, Tybalt, stay! Romeo, I come! This do I drink to thee."
He doesn't tell her anything. He thinks she's dead and that's what she appears to be. He talks to her the same way characters talk to the moon (this is called apostrophe), but he doesn't expect her to hear him.

Juliet has a lot of cousins, Tybalt is probably the most relavent one, Rosaline is also Juliet's cousin.
Neither of them had parents that really cared much about them. But Romeo had way more than Juliet had. Romeo has cousins and friends his own age, Juliet only seems to have adult friends. Also, Romeo has the privledge to wonder freely unlike Juliet
