It depends on the chorus. In Henry IV the stage direction for the entry of the Chorus says, "Enter Rumour, painted full of tongues." That is a specific direction that the chorus is to wear a costume looking like it is covered in tongues (perhaps a t-shirt from a Rolling Stones tour). Others are less clear. The Chorus in Pericles is identified as Gower, a medieval poet, so a medieval poet costume might be appropriate. The Choruses in Romeo and Juliet, and Shakespeare's best chorus, the one in Henry V, could be portrayed either as someone who fits into the look of the production, and thus looks like a bystander or other contemporary commentator, or alternatively as someone contemporary with the audience, an audience guide to the mysteries of the play.
