Definitely. Love is a noun, but it is a verb as well. Love must be shown to grow. I suppose it is possible to 'love someone from afar', without acting upon it, but the 'lover' must act on this love, even if they only fantasized about the 'loved 'one. However, if they don't express their 'love,' I consider that merely 'infatuation.' The Bible translates the word 'Love' from three different words in the Greek, Philia (Brotherly love), Agápe ('Principled Love,' as Jesus has for Mankind and we have for fellow Humans) and Eros (Erotic Love, such as a man and a woman would have for each other). Love has to be expressed or it is just a 'philosophical concept.'
