The 'vessel' that is USA (whose keel is beingdiscussed) is in dire state and the bloody civil war has turned the national mood 'grim'. They 'follow the steady keel' of their country that is they look up to their strong foundations of nationality and the steady spirit of their Constitution.

In the poem the vessel (or ship) is The United States of America, the journey is the American Civil War is the journey and the Captain is its then President Abraham Lincoln who was shot dead shortly after he emerged victorious in the War.
