Lady Capulet isn't a very important character in the story. But basically she's not a very effective mother, so much so that Juliet seems to regard Nurse as more of a mother than her. She married young herself, so her judgement is probably slightly screwed up, and she was eager for Juliet to marry Paris too. She's kind of neglectful, and cold. But when she wants to get revenge on Romeo for killing Tybalt, I'm not sure if that's a sign of being revengeful or just sort of oh-i-love-my-family.
