A comitted writer is one who writes about something in which they are actively involved with outside of the work they are writing. This does not mean that the writing has to be nonfiction, but rather it demonstrates qualities of the author's involvement in a cause.
An example would be Jorge Amado and his work in "Captains of the Sands." Here he discusses a gang of boys as they act as criminals to survive in a country (Brazil in this case) that is full of inequalities. Outside of the book, Jorge Amado was a politician who was actively involved in trying to lessen such inequalities.
