The car horn is a warning device. Car horns in most states are ONLY for emergencies! Not to tell other drivers to move on, not for calling people from their houses or such non verbal communications. Some locals will give tickets for improper use of the horn, especially around schools and hospitals. Check your local city ordinances and state laws for the proper use of car horns and other noise making devices such as your car radio.

The car can't end up moving faster than the truck. Momentum doesn't affect speed, it only affects whether the truck can move the car. Since the truck weighs more, the car will be moved. If the truck is moving at 20 MPH, the car will start moving at 20 MPH on impact, but unless the truck continues moving and speeds up, the car won't move any faster than the original 20 MPH of the truck.

It depends on which conditions you are considering. If a tow truck stays then a force is the same for the car and truck. If it is moving forward or backward then the force which is effecting the truck is more because it has to spend some work to move. To understand this process I were you I would draw force diagram and check different conditions of movement.
