"Mewling" is the sound a cat makes. Apparently babies make it as well. "Whistles" might also be considered to be an onomatopoeia.
A poem is more enjoyable than a long book because a poem has such meaning in a small amount of words. Poems can touch you so deeply, so very quickly.
The title from the poem exile suggests one has been expelled or run away from their native country. This could be running away for their own security.
