The time of day used in the poem was early morning.
The major figure of speech used to describe the time of day was a Metaphor.
There were only 3 figures of speech used throughout the whole poem which were Simile, Metaphor and Personification.
I am not sure why a fisherman was used to describe dawn. The only thing i know is that fishermen usually go out to catch fish before the sun comes up.
"His harpoon of light poised for a throw" This means that the sun is about to rise.
"The darkness squats upon the sleeping land" This means that darkness is still over the land.
"On the flat calm of the sea" This means that there are no waves in the sea.
"Among the trees the houses peep at the stars" This means that the stars can barely be seen.
