The flare is a primary bboy power move. Dancers usually start with a toprock footwork to smoothly transition into the flare with momentum. Start the flare by placing one hand firmly on the ground and swinging the legs around. Put the other hand down onto the ground on the other side of your body and lift the other hand up as the legs continue rotating and swinging around you. Repeatedly alternate the hand that's on the ground so you can keep swinging your legs in repeated circles.

You should have strong arms that can do real push-ups to handle your whole bodyweight with your hands. Lean your torso as you swing your legs to maintain balance enough so you can transition your hands without falling. This takes hours of practice, so patience will definitely be a virtue.
