A client operating system is generally a single user operating system where only 1 user can be actively using the computer at any one time. Video and audio are important to the 'users' to have a rich experience.
A server operating system is a multi-user operating system where it is optimized for multiple user access at the same time sharing all of the resources. Audio services may be limited and the video experience is not very important as many servers do not have dedicated monitors or keyboards (operate headless)

Yes; anytime a system is requesting information it is acting as a client, and when it offers resources to others it is operating as a server. The difference between client software and server software is the ability to offer more services and service requesters with server software.
Why would you want to do that? A file transfer usually takes place between two computers - one is operating as a client and the other as a server. Running the client and server portion on the same PC to transfer files is very inefficient. You can use the ftp client to communicate with the ftp service on the same server/pc the same way as you would across the network; there is no difference.
a server operating system will almost always have extra software incorporated for managing a high-end server and business... also most server operating systems are always 64bit... the difference only matters if you have a server to run it on...
