I feel that this poem is based on a marriage. In my theory the husband doesn't appreciate her, but she loves him and will not let him go. I think when she says "steered the boat there through this hot misblotted sunlight, critical light imperceptibly scalding the skin these hands will also salve" she means that she is the only one working to keep up their relationship. I think her husband is to be described as "the boat with a spasmodic outboard motor," and she is the sea, guiding him home to the island where she would still like him to stay. I feel that the sun is his rage towards her and although it's burning her she won't leave. I believe she will burn in his sunlight until she dies.
