She doesn't tell them. She secretly plans to marry Romeo while her parents think shes in love with Paris. Then things go awry and she fakes her death, but she never tells them that she doesn't want to marry Paris.
Capulet's initial reaction (in Act 1 Scene 2) is that she is too young to marry and should wait until she is 16. However, he agrees to let Paris chat her up, and concedes that if Juliet consents, he could be persuaded to allow an earlier marriage. In Scene 3, Lady Capulet is frankly pushy, a real salesman for Paris. She doesn't think Juliet is too young; she gave birth to Juliet when she was younger than Juliet is now (which means she was just 13 when married and 26 now). By Act 3 Scene 4 Capulet, for some reason, has completely changed his tune. Now there is no time to waste, the wedding must take place immediately and Juliet's consent will be forced out of her. Clearly Paris has been much more successful in wooing the father than the daughter. One is inclined to think, with Lysander in Midsummer Night's Dream, "Do you marry him?"
They're all for it. Paris is from an aristocratic family (very attractive to the nouveau riche Capulets) and is reportedly good looking ("he's a man of wax"). Brains? He doesn't need them.
