Basically the way the words are treated and the accompaniment.

Recitative imitates / represents 'speaking' and is between speaking and singing. The words are declaimed in the rhythm of natural speech with slight melodic variation with only the slenderest accompaniment, usually on a harpsichord or possibly a cello.

Aria is fully sung with, usually, full accompaniment. It is usually tells a major / important part of the story and in fact can be a story in itself.

Hypothetical example - during a recitative there could be an exchange between two characters regarding what one did at market that day - selling of goods, money paid etc. At the end of such an exchange one of them could then sing an aria declaring love for a person they met at the market and how the vision of that person haunts them.
